DBE was selected through a formal proposal process to prepare a Water Master Plan Update for the District’s entire service area. All pipelines are included in the updated water model and demands are allocated to all cul-de-sacs and dead ends for water quality analysis. The scope includes water quality analysis and recommendations for alternative water sources including desalinization, surface water use and local groundwater use. |

After completing a major Water Master Plan Update, which included an all pipe water model and GIS water system layer in 2002, DBE has been retained by the City to provide on-going master plan update services. These services include updating the master plan to conform to new approved development plans and to changes in the City’s General Plan. DBE also reviews construction drawings prepared by others for new water system capital facilities and new development water systems. |

Beginning with feasibility studies, DBE was responsible for complete master planning of the City’s complete new reclamation distribution system. Numerous master plan iterations were performed and an Engineering Report was prepared to compare reclamation alternatives. A comprehensive master plan was prepared for the selected alternative, which was followed by preparation of construction plans and specifications for the system. The system, including a treatment facility, pumping station, reservoir, pipelines and pressure reducing station was constructed as envisioned in the planning documents and is in full and successful operation today. |
